Disaster Distress Helpline Resources Throughout Blizzard Juno, January 2015

The national Disaster Distress Helpline (a program of the U.S. Substance Abuse and Mental Health Services Administration) remains available with 24/7 crisis counseling and emotional support to anyone who may be experiencing distress or other mental health concerns related to the blizzard that is forecast to affect several states in the Northeast/New England regions:
  · Calls (1-800-985-5990) and texts (text “TalkWithUs” to 66746; Spanish-speakers can text “Hablanos” to 66746) are answered by trained counselors from a network of crisis centers across the country, who also provide information and referrals to local crisis centers and 2-1-1/3-1-1s as needed
  · Interpretation services are available to connect callers with counselors in 150+ languages
  · In addition to the texting service, TTY is available for deaf and hard of hearing individuals at 1-800-846-8517

'Potentially Historic' Storm Headed for Northeast

Forecast snowfall accumulation from the Euro model through Wednesday morning. This is just one model forecast. Final snow accumulation depends heavily on the track the storm takes, and how quickly the storm develops. (weatherbell.com)

A "potentially historic" storm could dump 2 to 3 feet of snow from northern New Jersey to Connecticut starting Monday, crippling a region that has largely been spared so far this winter, the National Weather Service said.

A blizzard warning was issued for New York and Boston, and the National Weather Service said the massive storm would bring heavy snow and powerful winds starting Monday and into Tuesday.

"This could be a storm the likes of which we have never seen before," New York City Mayor Bill de Blasio at a news conference Sunday.

NY Spends $40M on Microgrid Contest

New York is hosting a $40 million NY Prize Competition to inspire a new generation of local power by challenging New York businesses, entrepreneurs, and electric utilities to design and implement community-based microgrids.

The competition aims to inspire new plans for protecting and strengthening the electrical system in the face of major storms.

ALBANY, N.Y. (CBSNewYork/AP) — Gov. Andrew Cuomo’s plan to use clean water funds on the new Tappan Zee Bridge was approved Wednesday by a key state board despite objections from environmental groups that said the money should support drinking water and sewer treatment projects. 

The $256 million loan from the clean water fund would help pay for the $3.9 billion span being built north of New York City. Cuomo’s administration argues the novel use of the funds would help minimize the cost of tolls on the new bridge and pay for work associated with the construction that would protect the Hudson River Valley.

If the goal of a process is to drive a new level of resilience across a region, then the boundaries in which resilience efforts are typically conceived and implemented need to be restructured. Design is the mode of response put forth by RBD. The standard model for federal design competitions is to define an existing problem and solicit solutions from the best in the field. Yet, as highlighted by Sandy, the challenges of resilience defy political and disciplinary boundaries.

Preliminary Allocations - Sandy Social Services Block Grant (SSBG) Funding

Governor Cuomo announced that $200 million has been awarded to more than 450 healthcare and human service providers and other community-based organizations following the impact of Superstorm Sandy. The federal Superstorm Sandy Social Services Block Grant is designed to cover unreimbursed expenses resulting from the storm, including social, health and mental health services for individuals, and for repair, renovation and rebuilding of health care facilities, mental hygiene facilities, child care facilities and other social services facilities.

The grants will provide approximately $65 million for repair, rebuilding and renovation costs resulting from Superstorm Sandy; $52 million for unreimbursed operating costs during and after Sandy; $70 million for ongoing or new services to meet the continuing needs of Sandy-impacted New Yorkers; and $11 million for other eligible health and social services costs.
